I can't claim to know what Война intended per se, but to me, it seems like a way to attack the police without actually attacking them. If it was guys kissing female officers or women kissing male officers it would be possibly construed romantically, if it was guys kissing male officers I think you know what would happen. Women kissing female officers was the only way it could have worked. Obviously this was done because nobody likes the Russian police, but whereas punching them in the face would get you a criminal record, this way, at least there is some chance to show them love and humanity.
